| Dr. Chan
received the BSc, MSc, and PhD degrees in Electronic Engineering all from University of Essex , England, in 1983, 1984 and 1987,
respectively. He joined City University of Hong Kong in 1988. He
is currently an associate professor in the Department of Electronic Engineering. In 1994, he co-founded Signal
Communications Ltd. (SiCOM) , an associated company CityU Enterprises Ltd., which
develops innovative speech and image compression techniques for consumer electronic
product. He is now a director of SiCOM and has been consulting heavily for the local
industry in speech processing. On May 8, 2001, the company with its holding company TeleEye Holding Ltd. was listed in the Growth Enterprise
Market of the Hong Kong Stock Exchange, and since then he is a non-executive director of
the listed company. Dr. Chan main research interests are in speech and
audio signal processing
and fast algorithms. He has published over 90 technical papers in the areas of
audio and speech
modeling, coding and synthesis. His main contributions in speech coding area are the
developments of extremely fast algorithms for low bit-rate CELP and harmonic coders. Some
of the speech compression algorithms he developed have been adopted in numerous industrial
applications. His current research interest is in the enhancement of narrow-band CELP
coded speech through wide-band re-synthesis and non-linear time-frequency modeling of
speech signals for very low-bit-rate speech compression. Dr. Chan is a member of IEEE and is the past chairman of the IEEE signal processing
chapter in Hong Kong (1997-1998).
