Dr. Fong received his B.E.E. degree from Villanova University, Pennsylvania in 1969. He then worked at Philco-Ford Corporation as Programmer before he returned to university.  He received his M.Sc. degree in Computer Science from the State University of New York at Buffalo in 1973. He was awarded Ph.D. degree from University of Sunderland in 2003. In 1973, he joined Digital Equipment Corporation in Massachusetts as Design Engineer, responsible for the design and development of DEC Systems 10 and 20, and the VAX-11/780 Systems. In 1977, he moved to the Data General Corporation as Senior Design Engineer, working on the FHP Project in Research Triangle Park in North Carolina. He was later promoted to Principal Engineer and, subsequently, to Project Leader working on MV/20000 designs and development in Westborough, Massachusetts. He joined the Wang Laboratories in 1984 as Hardware Section Manager, responsible for the design and development of the VS-300 FPU and the VS-10000. He was later promoted to Hardware Department Manager. He was elected to the Chairman's Club for his contribution to the VS-10000 in 1989. He gained teaching experience as a part-time instructor teaching Computer Design at Northeastern University, Boston from 1981 to 1983. In 1991 and joined the City University of Hong Kong as Senior Lecturer in the Department of Electronic Engineering. He was Visiting Professor at the Institute of Electronics, Chinese Academy of Science from 1997 to 2003. At present he is Associate Professor and the Director of the EDA Centre in the Department of Electronic Engineering.

Dr. Fong has been awarded eight United States patents on computer architecture and design. He has published more than sixty papers on computer architecture and design, and database. At present he is working on a computer system project HISC (High-level Instruction Set Computer) for Object-Oriented computing. There are two U.S. patents issued and three others pending on HISC.
