Dr. Wong was born in Hong Kong. He graduated with a B.Sc.(EE) degree from The Chinese University of Hong Kong and then obtained his Ph.D. degree from the Department of Electronic Engineering, City University of Hong Kong. After graduation, Dr. Wong was appointed as a University Lecturer in the Department. He was later re-titled as Assistant Professor and Associate Professor in 1995 and 2001, respectively.

Dr. Wong's current research interests include chaos, cryptography and neural networks. He has published over 90 papers in 20 international mathematics, physics and engineering journals, in the fields of nonlinear dynamics, cryptography, neural networks and optics. He is a member of the Centre for Chaos and Complex Networks, City University of Hong Kong, and the Smart Card Design Centre funded by the Innovation and Technology Commission, Government of the HKSAR.

Dr. Wong is a Senior Member of The Institute of Electrical and Electronics Engineers (IEEE). He is also a Chartered Engineer and a Member of The Institution of Engineering and Technology (formerly The Institution of Electrical Engineers, IEE). He has been serving in the committee of the Specialized Section in Computing & Control, IEE Hong Kong since 1995. He was the Hon. Secretary from 1997 to 1999, Vice-Chairman in 1999-2000, Chairman in 2000-01, Immediate Past Chairman in 2001-02, and Past Chairman in 2002-03. Currently, he serves as the Technical Activities Coordinator in the Executive Committee of IEEE Hong Kong Section.

Dr. Wong is one of the keynote speakers and workshop coordinators of the International Cryptology Workshop and Conference 2008 (Cryptology 2008).
