Chan received his Higher Diploma and Associateship in Electronic Engineering from the Department of Electronic Engineering, Hong Kong Polytechnic University (formerly Hong Kong Polytechnic), in 1984 and 1985, respectively. He then went to the U.K. and completed his M.Sc. degree in Telecommunication Systems at the University of Essex in 1986. From 1987 to 1990, he received a Graduate Assistantship from the Electronic Department of the Chinese University of Hong Kong, which allowed him to complete his Ph.D. degree in the field of integrated optics in 1991. His Ph.D. project is on phase front accelerator effects in optical branching waveguide, which is about a new approach of designing low-loss wide-angle branching waveguide for integrated optical devices. He was also awarded Cheng Yick Chi Graduate Fellowship for three years during the same period of time. In 1991, he joined the Department of Electronic Engineering, City University of Hong Kong where he is currently Associate Professor.

Dr. Chan is currently the Associate Programme Leader (Student Matters) of BEngECE and the Outcome Based Teaching and Learning (OBTL) coordinator of the EE Department. He heavily involves in teaching and student matters for many year. In 1993, the students in the Department voted him one of the best teachers. He has got the Outstanding Teacher Award of the Department for nine consecutive years during 1999-2007. In addition, he also got the Outstanding Teacher Grand Award in 1999, 2004 and 2005. The criteria for getting the awards are based on final year students’ nomination, the teaching evaluations and portfolio of the staff.

Dr. Chan is currently the Laboratory Director of Optoelectronics Laboratory. His current research interests are in the design, fabrication and characterization of integrated optical devices, waveguides materials and processing, photonic and electronic packaging, reliability and failure analysis, diffraction optics, fabrication of polymer optical fiber. In 2001, he was also awarded two grants from Innovation Technology Funding under University-Industrial Collaboration Programme which allows him to work with a local photonic manufacturing company, Photonic Manufacturing Service Limited, in the area of photonic packaging.

Dr. Chan has involved in a number of externally and internally funded research projects as Principal Investigator totaling more than HK$5m. He is a member of Optical Society of America (OSA), the International Society for Optical Engineering (SPIE) and the Institute of Electrical and Electronics Engineers (IEEE). He is the paper reviewer in a number of reputable international journals has published more than 110 papers in international journals and conferences. He has also served as the technical committee member and session chair in a number of international conferences.
