Dr. Po was born in Hong Kong. He received his B.Sc. degree with First Class Honors in 1988 and his Ph.D. degree in 1991, both in Electronic Engineering from the City University of Hong Kong. In 1988, he won the First Prize in the Paper Contest for Students and Non-corporate Members organized by the Institute of Electronics and Radio Engineers of Hong Kong. In the same year, he also obtained a 3-year Postgraduate Fellowship from the Sir Edward Youde Memorial Council for his postgraduate studies in City University of Hong Kong. After he obtained the Ph.D. degree, he was appointed the lectureship in the Department of Electronic Engineering. Currently, he is an Associate Professor of the Electronic Engineering Department and Programme Leader of the Bachelor of Engineering with Honours in Information Engineering programme. He had received three times of Outstanding Teacher Awards from the CityU EE department for different undergraduate programmes.

Dr. Po is very active in research. He has published over 100 technical papers in the areas of image/video compression, vector quantization, and motion estimation. In addition, one of his publications on fast motion estimation was ranked number 1 amongst the top papers for CityU in Engineering based on the ISI Essential Science Indicators Version 1.0 of ISI Web of Knowledge. His biography is listed in the Marquis Who's Who in the World and the American Biographical Institute's Man of the Year 1995. In professional activities, he has actively involved in the international conference activities as organizing committee member, technical programme committee member, session chairman, and registration chairman.
