After graduating from St. Paul Co-ed. College, Prof. Chung went to the University of Illinois, Urbana-Champaign to study electronic engineering. He was named Edmund Scholar and graduated with highest honours in BSEE and the award of Bronze Tablet, the highest recognition for academic excellence granted by the university. He was then awarded a University Graduate Fellowship at the University of Illinois for postgraduate studies in solid-state electronics, and received his MSEE. In 1973 he was awarded the Merz Fellowship jointly by Trinity College and the Engineering Department at Cambridge University and received his Ph.D. in 1976.

Prof. Chung then joined University College, London as a Research Associate working in the areas of optical communication and optoelectronics.  In 1978, he worked at Philips Telecom, U.K. on digital transmission systems.  In 1980, he took up a teaching appointment at the University of New South Wales, Australia.  In early 1986 he returned to Hong Kong to join the Chinese University of Hong Kong.  In 1990 he joined City University of Hong Kong as Professor and Head of Department of Electronic Engineering.  In 1995 he became the Dean of the Faculty of Science and Engineering.  From 1997-2002 he was Vice-President in Research, and Dean of Graduate School.  His research interests and publications are in integrated and fibre optics, optical non-destructive measurement techniques, and engineering education.  He has authored or co-authored over 250 papers in international journals and conference publications. In 1997 he was elected to Fellowship at the prestigious Royal Academy of Engineering, U.K.

Prof. Chung has served as area advisor and organizer in many optoelectronics and optical fibre communication conferences and seminars, including IOOC, OECC and MOC.  He has served as member of the RGC, Council member of the HKPC, and an advisory member in the electronic engineering discipline of the University of Hong Kong and Chinese University of Hong Kong.  He is also actively involved in HKIE activities, serving in the Accreditation Board and the Fellowship Committee. He is a Director of the Hong Kong Safety Institute Ltd. He has been a Guest Professor at Tsinghua University, Beijing and an Adjunct Professor at Chinese University of Hong Kong.   He was appointed Justice of Peace (J.P.) and was a recipient of the IEEE Third Millennium Medal in 2000.
